Sex offenders indicted for failing to register

URBANA, Ill. (WCIA) — Two area men were indicted on separate, unrelated cases for violating the Sex Offender Notification and Registration Act.

Matthew R. Poulin, 33, of the 600-block of West Healey Street, in Champaign, and Dallas Eugene Clement, 57, of Westlake, La., but living in the 1800-block of Lafayette Street, in Mattoon, are each charged with failing to update sex offender registrations.

Authorities say Poulin, a convicted federal sex offender, failed to register and update his information between December 10, 2018 and January 11, 2019.

Clement, also a convicted sex offender, allegedly failed to update his registration between December 1, 2018 and March 2, 2019, and had not updated his registration for two years while traveling as a carnival worker.

Poulin is due in court June 3 while Clement is due in court June 10. If convicted, the statutory penalty for failing to register is up to 10-years in prison and a fine of up to $250,000. Both are in the custody of the U.S. Marshals Service.
